Could there be surveyors developing a general area to locate Georgia State Route 17 on a new location as it is widened from Lavonia to Royston and onto Elberton?

Quote:
From Lavonia at I-85 to the Royston Bypass, Large portions of SR 17 will be relocated to new location on this stretch of roadway to avoid historic resources that would be impacted if the existing roadway is widened. Once a draft environmental document is approved by the Federal Highway Administration, public meetings will be held to review the proposed project alignment. (Project ID Nos. 0013372, 0013946, 0013301). Right of Way and construction funds have not been identified for these projects.
So, yeah, they're scoping out the best right-of-way, among other very preliminary work, in 4-laning SR 17 all the way to Jacksonville.

The corridor improvement also includes United States Route 1 from Wrens to Jacksonville, Florida. Georgia State Route 17 will be improved from Lavonia to Wrens.
