UGA and almost every other state agency will be furloughing and not hiring for a while. So even though positions are posted, chances are, unless they are truly essential, they aren't being filled.

You have to know the right ppl.. and with the University and state agency jobs.. they already have someone in mind to offer the job before it is even advertised. The Washington, DC area job market is quite strong right now.. so I cannot imagine someone leaving Maryland to look for work in Georgia.. that seems backwards to me. The PHoenix, AZ area also has a strong job market as well.
