Effingham county. Rincon, springfield, guyton. You can still buy a house with property and its pretty much country-living. Waycross GA is also pretty decent, but it's definitely SOUTH Ga.
Hinesville sucks, Jesup sucks...and most of Bryan county is getting too expensive. Bulloch county still has great deals on property, that's the Statesboro area and you might find that right up your alley.

Chad, Effingham county is right next to Chatham county, but its about an hour to downtown Sav. Liberty County is about 45 min to an hour, Bulloch County is right at an hour, Bryan County (Richmond Hill) is closer...my pick of the lot would be Effingham. GREAT schools in Effingham. I used to live there. I have lived most of my life in Liberty County, believe me, there is LIFE outside of Liberty County!!

If you want country living, you might try Harris Co. It is in west central GA. Your shopping would be in Columbus and, depending on from where in Harris Co. you drive, would be 30 min. or less. Great place to raise kids.
Another suggestion would be somewhere around Taylor Co. There is shopping/restaurants in Thomaston, Macon, etc. A safe, rural area but a little drive to shopping.

Chad9110, You didn't say what type of work you do. The white collar job market is extremely limited in SE GA. Keep that in mind if that is your field.
Savannah is not a good area to live in. Read "Is Savannah Really that Bad?" for more info.

I'm thinking the shopping and country appeal as far away from ATL as you can get is going to be best in areas like Douglas, Tifton, Valdosta, Thomasville and Bainbridge. Valdosta is going to be the most reasonable on price and also has the most shopping and eateries. Plenty of entertainment in all but Bainbridge maybe. Lived just outside Bainbridge for the summer one year and the only things to do were fish, walk the railroad tracks and burn up in the GA heat. The occassional little league game was the most entertainment we had.

You also might try the surrounding counties near Athens...Jackson, Barrow, Banks, Madison, Oglethorpe, Oconee.
I'm a "horsey" person and you didn't say what kind of horse activity you are into...trail riding, shows? These areas are big horse country and close to NE GA MT's that have lots of trail riding.
Athens has all that your looking for in regards to shoping the big box stores and more.
BTW I have a 10 acre farm for sale in Jackson county, it's located across the street from 1200 acres in the national historical register PM me if you want more info on my farm
