i think what you meant to say was many small towns in south georgia are lacking enough jobs and adequate education opportunities creating very impoverished neighborhoods, and a lot of self-segregation. there are racists in south georgia; there are racists in north georgia: both black & white. i think because we have less "transplants" in the southern part of the state, the racism that does exist becomes more apparent. I also think some of what you may consider racism is not racism at all. Its not a stretch to say that many people in the small communities here just don't know any other way. Black people want to live in the black neighborhood and white people want to live in the white neighborhood. Because a lot of our economy is agriculture, you find a lot of the white population living in the county on the family farm, while the majority of the city is black living in government assisted housing or a dilapidated home they purchased themselves working a minimum wage job (because that's mostly what is available to them). I do think that the same opportunities exist for all of us, but there is a gap in south georgia that can be extremely hard to cross for some individuals. I have several black friends who are doing quite well, but unfortunately they had to leave south georgia to do so. The environment of their own culture here made it difficult to advance, so the only thing to do was leave it behind.

It's kind of a strange question to ask...and though I'm sure there are towns all over the country that would be considered backwards or somewhat isolated, I wouldn't dare to label an entire town "racist" or "redneck". There may by some residents of particular towns who fit what you're looking for, but there will be other residents of the same town who aren't ignorant. We would call those residents "Democrats"...

Last summer I visited NE GA and I would say that your description fits many of the small towns in this area.
Most small towns in Georgia would have some people who would fit your description.

So,,, if a white person likes to go four-wheeling, shooting at targets, and camping, activities which you consider to be related to 'good down home country attitudes', they are a racist? Sorry, but to me that attitude in itself is "racist" to me...

The term "racist" is typically not used to describe a group of people in a non-judgmental way. Your phrasing is ... unusual.
