You can't be that naive.
And while I could be completely wrong (but most likely not), its completely common for construction workers to be given false information as to the tenants of the building they're working on, if they're given any info at all.

Well the construction worker are not the only ones who said that, the developers of these projects are also saying that they are all recruiting and negotiating with a lot of very high tenants, some New to the Macon area and also new to GA... and Saks, Nordstrom, Blooming dales and more are all targeted stores per developers... Macon Has so much retail development planned for North and South Macon...
Here are the Rendering for the Atlantic station type development under construction in north Macon right Now.

just because they are 'targeting' or 'negotiating' with these companies doesn't mean its a done deal, and i would say nothing until i knew it was happening. we hear things like this all the time in valdosta and they never come to fruition. you've got to take an honest look at the demographics and income levels of your area and ask yourself, can macon really support this type of retail environment? look at the locations they currently have and how many are in that town? saks has one store in tampa, fl, one of the largest cities in florida. what makes you think they would even consider macon as a good investment?

its a developers job to target these stores; you want to be the latest and greatest, but its not up to the developer who comes, that's a company decision. bravo to macon if they can get them. i think it would be great to have another city in georgia experience that type of growth just so atlanta can have a chance to rest and get a good plan on what to do next, but we are decades away from having another atlanta in this state. valdosta, according to developer information made available here, has the largest retail pull factor outside of atlanta; but again, that's just one of those things they say for hype (it was well above 1:1). who knows what the criteria was for the study they had some company perform. whatever it was, its manipulated to have favorable results for that particular city. having these retail developments are great, but you want to make sure you have the population and pull to support them. the last thing you want is some high end store coming in and failing; what message would that send to other companies? another question; who outside of metro macon is coming there to spend money? valdosta has an extremely high pull factor for all of south georgia, and when its not available here, we go to tallahassee or jacksonville. tallahassee is only an hour from my house and jacksonville is two, which is the same distance to macon, and a much larger city with a lot more shopping and amenities. and of course anyone north of macon is going to atlanta. i'm not trying to put macon down because it certainly has mega potential, i'm just trying to think rationally. macon is at least 10-15 years away from the type of developments you're hoping for. they've got to build the customer base before these things will happen. i may be proved wrong; we'll just have to wait and see!

well what a lot of people fail to realize is that these developments are just not supported souly by Macon, but Macon has strong economic pull in the MGA and also from some part of south GA....Macon is a Hub for 22 counties in MGA with a combine pop of over 700,000....Thats what developers and investors are considering....Not only that but its proximity to Atlanta and access to interstates and travelers.
