My Second tier of emergency UI benefits will end Friday April 17th. For the Thousands of us Georgians that will be at our end. Do we need to continue to certifity each Sunday ?? My local Labor Dept is simply clueless !! I live in Augusta Ga and they told me today, What are you talking about !! I haven't heard anything to that nature of any extended benefits. Trigger state what ?? Yeap that's right. I think they are most likely not posting it for what ever reason. Just to reconfirm Georgia IS getting 20 weeks of extended benefits starting NOW later than May 25 correct? Thanks for your help in Augusta GA

The Ga House and GA Senate changed the law (HB 581) so that GA could receive the Federal benefits that US Congress approved. They set it up in the law that we are to receive the benefits before May 25. However the Governor has to sign before it becomes law. The Governor has been silent and has not signed, as far as I know. However he does not have to sign. After 40 days, on May 13, it becomes law without his signature. He could veto, but it does not look like he will, considering the House and the Senate approved it unanimously. Someone posted that they talked to the Governors office and that everything was ready and that we are waiting on the GADOL to get everything setup. Every state has setup different rules. One of them being when your benefits ran out could make you not eligible. I have seen all different cut off dates during February and March. However, GA has not release ANY information as of today.
BUT THAT IS AS MUCH AS I KNOW. I AM TRYING TO FIND OUT MORE, BUT IT HAS BEEN DIFFICULT. THERE NOTHING IN THE NEWS, OR ON THE INTERNET, AND EMPLOYEES AT GADOL HAVE NO IDEA WHAT'S HAPPENING.
PLEASE POST ANY NEW INFORMATION YOU CAN OBTAIN!!!!!!

My Husband has exhausted his 2nd tier and has passed his year on regular benefits
he went down to DOL Monday, they told him he's done and not eligible after a year.
However they told him to continue to certify each week, why is he still able to certify
if he's passed his year? unless this 3rd tier of EB benefits are to kick in.... they must
know something.

I received this today from Representative Mike Coan who was one of the sponsors of HB 581. When he refers to "Mike" he is talking about Mike Thurmond, Commissioner of the Labor dept
"Hey!
Thank you and I appreciate your comments! I should know today when the bill will be signed. When I spoke with Mike, he said that they would work around the clock to get it implemented as soon as humanly possible.

Another update
Hb581 was sent from the house to the governor for signature on 4/14/09. Not sure why it took the house so long to pass it along. Hopefully Governor Perdue will sign it today!!

I tried my best to decipher the wording in HB 581. Paraphrasing, here is what is says:
"Eligibilty period" of an individual means the period consisting of the weeks in the benefit year which begin in an extended benefit period. My take on that is if your EUC has run out and you are still in your benefit year then you qualify. However, it goes on to say that "eligibilty period" also means the period consiting of the weeks during which you are eligible for EUC. So, I am clueless, the first paragraph gives it to you, the next one takes it away. I wrote to Rep Coan again and asked him to clarify this. Hope to hear from him soon.

THANKS FOR ALL YOUR WORK!!!!It all makes since what your saying. Talking to the senators is a very good idea..Your right I was looking on the NJ thread before we linked over here on our own ga. thread, and one peron was typing in a letter she received from NJ DOL and it was giving eligibilty requirements... I will look it back up and post it. It was confusing and the ELIGIBLITY PERIOD IS SOMETHING WE NEED TO ALL LOOK AT. HELL IT MIGHT KNOCK ALOT OF US (NOT ALL OF US)OUT OF ANY UNEMPLOYMENT BENEFITS.. THAT MAY BE ANOTHER REASON THE state is'nt pushing any of this..ANYONE GOT ANY THING PLEASE POST..

Hello All,
I hate to bringing any negative news here but I spoke directly with the state yesterday. ( I asked them this while inquiring about something else since its so hard to get them on the line, i hit them with every question I could think of )
Before you all get excited about this "EB" emergency benefit which NJ recently triggered for ( after you exhaust tier 2 ), there are a few facts you should know:
1: yes, New Jersey DID meet the qualifications to trigger it.
2: yes, they DID accept to offer ( states have a choice to use it or not)
but... this is what the state said and it is quoted here. I havent changed a word. this is what they said:
" Not everybody who recieved tier 2 unemployment extension and have exhausted them will qualify for this EB trigger. This special EB program is VERY strict and they will look at each individual claim with a fine tooth comb" all over again. On the claims that were clealy indicated as layoff's, these people will get this EB possibly. Anyone who had a claim that had appeals, depositions, or questionable terms ( person quit but had a good cause, anything debted, etc ) will NOT be offered this benefit or will be looked at very clearly and re-decided. NOBODY who worked at all between thier origional claim date and the time they try to qualify for this EB would be approved. You cannot have worked at all or the claim would be denied. There is clearly not enough funds for this to be given to everyone. Also, different from what the unemployment handbook states, this is an emergency extension so for those who do get these extra weeks, they will be required to provide strict recods of every job attempt made during the extra period. Records will be mandatory and will require that these individuals must accept any work available, even if the job pays significantly less money. For tier 1 and Tier 2, we have been very leanient, with this program it will not come that easy."
This is pretty much word for word what they said. It will not be an automatic thing for sure. Each case will be evaluated ( much like when you filed your origional claim). The bottom line is that IF you get this benefit, plan on having to accept any job offer out there or they will cut you off. in other words, a laid off scientist would have to take a job at Mcdonalds if they start to recieve this benefit or they will cut you off. You cannot be selective to your pay range. you have to take any job. If they conclude that your job search records show you did not look "everywhere" ( low paying jobs ), they will stop paying out the benefit. They said this will not be easy to get.
Im just stating what was said by the state. This is pretty much exactly how it was said, i may be off by a word or 2.

OK I found that thread about eligibility from NJ..all the laws for every state to collect EB are the same due to the federal requirements. So I am seeing alot of information on other states threads if someone else wants to keep looking on them we might find some valuable information... HERE IS THE THREAD:
