Want warmer weather
I am a Philly native and am tired of the craziness here along with the outrageous prices for a single home. I have been considering moving to GA for several reasons: 1. luv the heat and humidity, 2. from what others tell me the cost of living is cheaper, 3. everyone's friendlier than Philadelphians.
I would like to some ideas as to the locations in GA that has low crime rates, good schools, commute to work not more than 2hours in rush hour traffic.

You need to visit us in Athens, GA! The weather is great, we are the home of the University of Georgia which brings us lots of diversity and cultural activities and yet we have a small town community feeling where you can be connected if you wish!
As a nativ and a real estate broker, I may be a little biased  but I think Athens Ga cannot be beat for what you are looking for.

How far is Athens from Atlanta? and dose anyone have info on the surrounding counties that would be nice to live in and raise a family?

If you want warmer weather and you love heat and humidity, you might want to consider Houston or somewhere in Florida. Atlanta summers are not hot or humid, the northern suburbs average the same number of 90 degree days and sub freezing nights as Philly. The weather is certainly warmer in the winter and no snow, but it was 32F this morning and it's only October. Houston still was in the 90s last week, something Atlanta barely does after August or prior to June.

Athens, of course. I am not a native here but this is where I live. The University provides a lot of diversity as well as the opportunity for different music, food, influences, etc. As a realtor here I can tell you that there are some terrific buying opportunities for homes and land. Having lived in western New York, I can say that the humidity is higher here than there.

Are you kidding me? They don't call Atlanta HOT-lanta for nothing. Just about ALL of Georgia gets heat and humidity, some more than others. I know Savannah sees more summer than winter. It gets cold in the winter but not like the northeast.
