As being a Person from out of the state I see the 3rd tier cities as cities that you have heard of but dont where there are located on a map.

Albany, Valdosta, Rome, Toccoa, Cartersville, and Brunswick

I would count those as the third cities cause I knew of them but didnt know where they were located

I would say that if your metro population reaches 200K, you're probably moving into second tier status.

Throw that logic out the window. If you've ever been to Toccoa you would know why.

Albany isn't growing so I wouldn't consider it a 2nd tier anymore but 3rd. Cartersville is too close to Marietta and Rome to ever have its own true metro area, but will be a part of a nonstop northern metro Atlanta area, that will get close to Adairsville if not all the way to Adairsville. Rome is a 3rd tier city but isn't growing much at all. It's too far from the city and interstate, Cartersville is far out growing Rome.

Valdosta, Brunswick, Warner Robins, Marietta, Athens, Albany, Carrollton, Gainesville, Rome, Dalton, Waycross, and maybe even Griffin, are what I would consider 3rd tier.

Then you have fast growing places like Cartersville, Kennesaw, Sandy Springs, Lagrange, among others that are too close to a 1st, 2nd, or 3rd tier city to ever truly have their own lilttle metro area; but these cities would be considered one of the following otherwise.

What about Dublin? well...maybe not, but when I saw you post Griffin and Waycross, I jut figured you could put Dublin and Milledgeville up there with them.
