Is it as much of a mess as california? How much farther would my 40k salary go around athens than it does here around sacramento?

What area of Georgia are you considering? Even in Atlanta, which has a higher cost of living than any other city in Georgia, 40k will go farther. A comparable salary to 40k in Sacramento would be just $32,721 in Atlanta.
