Rome is a small town in northwest Georgia. Home to Berry College and a good place to raise a family. It is about 2 hours from Atlanta
There have been several threads about Rome, Ga recently.

I don't know anything about stock car racing but Road Atlanta is located in Braselton, GA--about 45 minutes from Atlanta--maybe an hour and a half from Rome.
You can use the City-data FYI to learn more about any location. Go to the Home Page and select a state and then enter a specific city/town.
