Grand Haven has a fantastic district.

West Ottawa and Holland are also quality districts, but I'd say the best lakeshore district is definitely Grand Haven.

Mona Shores is good, too, and you'll get more for your money if you buy a house there than you would in GH. (The Mona Shores district includes the cities of Norton Shores and Roosevelt Park.)
