Well we have to think about it this way though, the racist Civil War involved the North (Midwest + Northeast) & The South, not the Western United States. The West definitely has no history of racism like the way the "North" & "South" do at least. The Northeast & Midwest by every map I have seen of the latest demographics are the most segregated regions in the country, racism must be a cause for that surely.
I cant think of anything historically significant happening that even gives the West a "racist" image. Then again, I'm not the one known to be the history buff here.

One of the reasons, why I posted this ?,: I've had other blacks, coming from back East that have told me, at least in the PNW, that they stay out here since the racism in their experiences, isn't as toxic as back East.

Disagree. California especially so-cal has a huge white power movement. Blacks and mexicans can't get along in LA. Asains are victims of black crime but they will shoot a loud unarmed patron who is not stealing . Persians in LA funking with mexicans and asians. Rodeny King, Oscar Grant, watts riots, king riots, Oakland riots. The west coast, with California in particular is a ticking time bomb.

again didn't say the West Coast was NOT racist....but said likely the LEAST racist.

Although I disagree with the OP and know the racist happenings of the west, I have met many skinheads from out west and most weren't racist. A large number of Cali skinheads I've come across weren't white(many were Mexican) and part of gangs/crews that were multi racial. There is a difference between the medial image of skinheads and what they actually stand for.

For your information many minorities (mostly Chinese) were lynched/murdered.
