No, that has never worked, why would it suddenly work now?
If they really wanted to shut this problem down, all they have to do is go into Mexico and Afghanistan and destroy the poppy fields, and manufacturing facilities. The justification to use military and enter another country is definitely there, as heroin has destroyed and/or killed 10s of 1000s of american lives, its basically terrorism in that regard.
That would kill the source, and trickle down to the individual cities and states, suddenly there would be no drugs for dealers to sell, or be a whole lot less. With heroin, its not practical to grow your own poppies and make your own, it just takes too many plants/acres for the average person, a single poppy plant only produces a very very small amount of the narcotic alkaloid base, it takes roughly 5-8 acres to keep one moderate addict supplied daily.
