There is law enforcement, criminal punishment and crime prevention. They are all different yet the one that should provide society with the most benefit is the one that receives the least attention, least amount of funding and rarely implemented as a sustained and coordinated effort. That would be crime prevention.
Decades of telling people not to take drugs and decades of trying to enforce laws against selling drugs have been a disaster in terms of wasting time, money and human resources.
Just saying no doesn't help someone make a decision to say yes to something better.
