It very obviously is all the landlord's fault. Anyone ever involved with Section 8 housing (on either side) know no matter what the tenant does it is the landlords responsibility to repair/replace at the landlord's expense. The government will not pay thtis month's rent until you fix what the tenant broke and then complained about.

It's hard to gauge with places that have been run-down for years and years. For the most part, run-down places attract run-down people, and depending on the neighborhood, it's most likely a much bigger problem than landlords and tenants can resolve without clearing EVERYTHING out (people included) and starting over.

When it comes to new apartments and condos, whether or not something is cheaply built is irrelevant. New complexes are just that, new. When a brand new complex goes to hell in a couple of years, it's not the landlord whose child ripped the bathroom sink off the wall trying to be superman and stand on it; it's not the landlord who scattered trash all over the streets and yards, or broke into your home and stole your television, or sold crack to your neighbor (whom you later found out stole/sold your television to buy crack), it's the tenants and their people (friends, kids, etc.). You have to remember, everything was new once, and I highly doubt these places were intentionally built to turn into crapholes - somebody started the carnage, and it certainly wasn't the landlords. It's not their fault they can't pour thousands of dollars into their buildings every year to cover all of the damage the residents cause.
