I doubt that anyone will ever have a monopoly on engineered crops. Current big players in the market are Dow, Syngenta, GeneX, Pioneer, Monsanto and Bayer. Most of the research is being done at the university level, where the patents are publicly owned or owned by university foundations. Surprisingly, the big player is China, which is funding GM research at 2x the level of the rest of the world put together. China is not approving most GM crops right now, but wants control over their own markets. When population pressure gets too tough, they can spin on a dime and convert wholesale to GM crop production. There are rumors of many bootleg plantings of GM crops without approval.
India placed a moratorium on GM trials in 2010, but resumed trials last August. Like China, India wants control of their own markets, so they are developing their own strains. I'm sure they will be happy to sell the seeds on the world market.
