I think it would be handy to have a rating for different civilizations:
Nowadays, civilization ratings include cell phones and computers per capita.
At most you may compare America to Rome, a corrupt republic. Greece had philosophers and democracy. The UK affords universal healthcare for all. We could establish a rating. I give 7 to the UK and 3 to America. Of course, Norway gets a 9 (we want room for improvement).
(The SUVs and Gated Communities lower the ratings of America)
