Distracted driving accidents and deaths have SURPASSED drunk driving statistics.
Millenials down to teens are totally addicted to tech gadgets ....it's like a disease and it's killing innocent people like the grandmother with her two grandchildren that were mowed down recently by a teenager in a 3/4 ton pickup.Most pay a very small price for these crimes and it's time to put a stop to it.
TWI should have the same penalties as drunk driving....loss of license and a heavy fine.It's only going to get worse as todays kids grow up attached at the hip to their cell phones.

Here are a few tactics used in Canada.
Police ride on local buses, observing cars that pass, they radio to a patrol car, who stops the vehicle. The people on the bus see this and comment favourably.
Police stand on the sidewalk at a intersection, looking at cars that are stopped at the red light. Video camera in hand. Head down ? Officer moves out and directs driver to pull around the corner.
On the highway........Motorcycle cop with video helmet camera. Driver is pulled off the highway, and written up.
In Ontario, the set fine for texting while driving, is $499, if you pay out of court. If you contest the charge, and are convicted in court , the fine is One Thousand Dollars, plus 3 demerit points on your licence.

Ever heard of the Fourth Amendment? Do you have any idea how much time and how many resources are required for this? Most police today spend their day going from one emergency call to the next. They don't have the time or resources to deal with petty issues.
No way to have one of those SHUT OFF while in a car is there??? (That would be a start)

Shutting off the car if someone reaches for their mobile phone would be a dumb idea. I mean if you're going 60mph on a highway and your car comes to a sudden stop, the people behind you are probably going to pummel you.
I mean, some things may be enough to keep some people from pulling out their cell phones like suspended license, points against your driving record, a hefty fine, or things of the sort. Although, it's complicated to implement something in the car to make it so you can't use a cell phone without impeding on any personal freedom's. In the future, I can see of someone coming up with a good idea to help this problem.
Get rid of all cell phones and other distracting hand held devices. Problem solved. Nobody actually needs them anyway. They have been causing far more harm than good and their harmfulness is getting worse by the day. Humanity did without them for 100,000 years and never missed them and now in less than 20 years a whole world of air heads is addicted to them and every Joe Blow and his dog believes they need cell phones to survive. What a shame that humanity could so quickly and easily be brought down to such a low level of zombie intelligence.

Nobody ever discussed doing this with car radios back in the day. Maybe people had more cajones then and wouldn't accept a nanny state.
the technology is already there to make cell phones inoperable while you're in motion, use it.
