With the collapse of the SU, the U.S needed another "bad guy" to drop its panties over and make money. Our government is completely corrupt top to bottom with most politicians not caring about killing innocent people if it makes them money and helps them out in some way. So honestly, even if the government didn't plan 9/11, I could easily see them finding out and thinking "Hmm...If we let this go through it'll give us all the ammo we need to pass as much draconian measures we want and a great excuse to make big money off the war industry".

Whether or not it is unbelievable, the 'argument' - like your 'argument' - lacks an an evidentiary basis. Sure, it's conceivable. It's conceivable that Elvis faked his death, that Barack Obama is a shape-shifting alien, that Donald Trump tortures kittens in his spare time. But the conceivability of something does nothing, absolutely nothing, to demonstrate that such a thing occurred or occurs.

I would say that is NOT all that matters. The fact of the operation existing in the first place is very pertinent.

It's a plan that was on the books .. and is NOT taught in HS. IT considers having MOCK victims and MOCK funerals. Yet people who suggest crisis actors are wacko????
This is a moonbat theory that's right up there with the one that suggests men didn't land on the moon. In the case of the moon landing hoaxsters, you have dilettantes who don't know much about film and video production becoming self-anointed experts on film and video production.
If the United States government really wanted to launch a lemminglike crusade against global terrorism, don't you think they would have found a way to do it in not such a costly and risky way? I mean, all they would have had to do is detonate a small dirty bomb 100 miles out to sea in a freighter, tell America how it was accidently detonated and how the country came within a whisker of having a major coastal city nuked, and get precisely the same effect.
The government played a part no matter which mechanism/theory you embrace. If it was just a bunch of Islamists with box cutters then the government is responsible, since the government imported them in here. Why'd they do that?

Some people cannot even entertain the idea, that their own Govt may be involved in such a thing, its just not possible mentally for them. It has something to do with being overly conditioned, I believe there is actually a term for this.
MK Ultra is a great example...if anyone had suggested back in the 1980s the govt was secretly experimenting on people, even kids, doing all kinds of bizarre tests, majority of people would have called that crazy and not possible....of course today we know for a FACT this really did happen, there were numerous sub-projects, ranging from developing telekinesis to having someone under mind control carry out assassinations!! This also shows some of the things our govt was interested in developing, so maybe a couple decades later, when we start seeing a lot of mass shootings, by 'lonewolf' gunman, maybe there is more to this than it appears?
Any skeptics of this should do some reading on how and why the term 'conspiracy theory(ist)' has been used by the CIA, its really interesting to see what this term was initially created for...hint, those that are REALLY wearing the 'tinfoil' hat are those that DO NOT recognize the deception and believe what Govt tells you.
