the reason for concealing instead of open carry is to keep the criminals having to make second guesses as to who is armed, and who is not. If all open carried, then the criminals would know exactly who is and who is not carrying.

they have no reason to conceal there firearms, criminals already know that an officer is going to be armed. Officers that are off duty, or undercover will have concealed weapons on their persons.

BTW - on duty officers often carry a backup weapon, concealed, around their ankle
