Once again, your "thinking" is wrong. There is no reason to carry in the open if you can carry concealed.
Then why doesn't your police not carry their weapons concealed?

And she always remembers if she put the gun the purse she's carrying? I guess guns & purses are like wearing stiletto heels, they look great but aren't really practical.
Women generally look great but often aren't very practical because they choose to be fashionable. I guess American off duty officers want to be fashionable too?

It is legal in my state for a citizen to have a CCW permit.

the reason for concealing instead of open carry is to keep the criminals having to make second guesses as to who is armed, and who is not. If all open carried, then the criminals would know exactly who is and who is not carrying.

they have no reason to conceal there firearms, criminals already know that an officer is going to be armed. Officers that are off duty, or undercover will have concealed weapons on their persons.

BTW - on duty officers often carry a backup weapon, concealed, around their ankle
