What about corporate welfare and welfare to the wealthy in terms of write offs? Warren Buffett in an interview compared the % of his income which went to taxes with some of his staff making less than $50,000. The percentage he paid was less than theirs with just using the stardard write offs and deductions and no gimmics. A progressive tax structure is a fundamental to capitalism - read Wealth of Nations - yet when corporations and the wealthy receive govt benefits, it is not called welfare.

When you stated initially to provide assistance to those whom cannot work, I am assuming you meant those with mental disabilities, physical disabiltites or have been hurt to the point that they cannot work.
If this is the case, I say yes. However I am jaded to a certain degree for I have seen first hand, individuals that have "Mental issues" that exude the mental capacity to hold down a simple job ( Borderlines) if they take their meds reg. I have also had the displeasure of knowing a charlatan where I useto reside.
This man received SSI for alleged 'Back issues" I am aware he told several stories around the block as to how he was "Injured" He stated to me it happened at work ( He worked as a mechanic) He told my neighbor that he got hurt on an oil rig. Yet he made extra money mowing lawns and popping wheelies on his motorcycle and ATV down the street many times! I have seen him carry huge heavy boxes. He also "Dr shopped" He had one M.D. giving him an RX for oxycontin and xanax and another M.D. give him a medical MJ card. He sold his meds for 25.00 a pill and grew MJ in his backyard and sold it ( His girlfriend made the fatal mistake in telling me that he made alot of money doing this in Oct.-Nov) and they were on Sec. 8? Yet they owned a big boat which they park audaciously in their driveway and have a hottub with an overhead TV screem playing movies in their garage
Finally he was cut off of SSI, and they were trying to find a Therapist hat would deem him "Crazy" to re-enstate services? The housing authority does a walk through once a year in which they make an appt. for , with this time they find a place for the boat!
I feel that these people ruin it for those that really need the assistance!

As far as those not making enough? I feel there are many programs, i.e. Cares for Gas and electric, reduce payments by 10%, The salvation army, catholic charities also assists with utility payments, medical rx payments, food, USDA once a month, churches also assist alot, their are local agencies with grants that can assist monetarily ( I know as a Case Manager I am a walking resource) As far as Gov. assistance used as a supplement? Food stamps or medi-cal is the thing I can think of that would be justified after all they are employed.
People who do not want to work or cannot be hired right? I do not think that assistance should be provided. Their are homeless shelters that do provide some living skills case management, GR, which is gov run but on a universal law of exchange system stating "We will give you food stamps as well as 91.00 a month but you need to pay it back and look for work"

As far as mothers having kids to obtain more bennies? I know here in the state of CA. the cutoff is (3) kids and more than this does not increase benefits. CALWORKS also has issued a "Clock" a certain amount of time you can receive bennies, all the while they provide education, childcare so mothers do not have an excuse anymore.

welfare is greatly abused. the problem is nobody has figured out how to prevent it. i think what is guna happen is we are guna run outa money soon. they we wont be able to do government sponsored charity any more.

I was looking at my annual Social Security statement last week thinking "I'm never going to see a dime of that money!".
