Sarcasm,eh. According to the persons who settled in Africa was Africa considered way behind. It was from the view of the Europeans. The natives living there weren't in a utopia, but I don't think they were worried about what the colonists had in Europe either.

Yeah, I appreciate it. I sure have learned a lot about Africa today. Do the folks in charge of such things know that we don't have to send them any more aide?

probably didnt know...in their quest for imperialism, more than likely they were too busy establishing militaristic, philosophical, and economic footholds to care one way or the other.
Perhaps as an afterthought they will send some mosquito nets...They will call it "developing" an underdeveloped continent, no doubt...lol
Maybe a little 'Off' brand mosquito spray?..that should help repel mosquitos a ton after all that exhausting exploitation.
