Well, you know, here is what it all comes down to. There will always be opportunists, who will abuse or take advantage of the social contract. The tightrope act is to create a social order in which ordinary people can have freedom to go about their affairs, but those would abuse the system can be curtailed.
The missing ingredient is an element of trust in the authorities, to take it upon themselves to exercise discretionary power and do it honestly and fairly.
Can we trust the police and the citizens to take the trouble to make honest value judgments about the behavior and conduct of the individuals moving about in a complex world? Can we trust the authorities to recognize the evil and the good, and stop one and let the other go about their business?
In today's flowchart world, the answer is obviously No. Our prisons are full of people who have not had fair trials, the "If Yes, go to square B" mentality of processing people who are under scrutiny. Common sense is no longer allowed to prevail.
When the citizenry has not the time or patience or interest in sifting the irregularities in our society, then the thing will drift one way or another. Either gangs will run rampant under the protection of due process, or the law abiding citizens will be constantly harrassed as suspect. Or, as now seems the case, both.
Each of us, when asked, reflects our quandary as to which way the current should take us. The reason we cannot solve this issue in our heads is because our trust in the authorities has long since eroded. We can no longer trust people to say "A is good and B is bad" on the basis of sound and fair judgment, so either too many As are prosecuted, or too many Bs are left to roam the streets.
Why do people think white kids are immune to gangs?
There has been white street gangs in Chicago who do the same crap as any other Chicago street gang since the 50s.
Gaylords, Simon city Royals, Northside popes, Southside popes, Insane Dueces, C notes, Chi West, Stone freaks, Kenmore boys, 12th street players, etc.
Those are all white street gangs which did as much dirt as a latin king, Disciple, Black stone, Vice Lord, etc.
They where/are all doing the same things any other gang does/did... homicide, selling drugs, prostitution, fighting over turf, etc.
Gaylords where doing drive bys before bloods or crips even existed.
It has to do with class... not race.
Then there is the white people that join and are/were members of black/latino gangs.
ie... Vice Lords, GD's, Latin Kings, SD's etc...
Many white people don't want to accept that, so therefore all white kids to them must be wanna be's since, it could never be there kids.

Good example was Joe "Pegleg" Morgan. white guy who ran the Mexican Mafia for a number of years. This is documented in the movie American Me.

I have seen many white gang members who are not just some wannabes.
They are pretty much the same hardcore gangmember from the inner city as any other gangmember...
There's a lot more then what people assume there is.

Although, there are those that figure that climbing up the ladder is going to take to long and so they set out to create their own. They pull some of the most heinous crap.
It is like looking at a mirror image of society. Respect based on cash and fear.
