Well that's an interesting take since every law requires someone to shoulder the burden of proof.

since its impossible for the little guy to engage a buisness in court the law really has no teeth.

That will come as news to the thousands of plaintiff's who prevail in lawsuits every year. Granted it isn't always easy, but it is far from impossible.
