Putting out free solar panels would be a giant mistake. Much like many green ideas it's difficult to accomplish when you have a large free felon population.

Sorry to bring up an old thread but I wanted to contribute.

This idea has been floating around - Solar Wind – Bridge that Harnesses Wind and Solar Energy

That may also work in some places, wouldn't you think?
