Get a plunger designed for washing rather than plunging drains and toilets. They are metal, so they won't mark your clothing and will agitate the water through the clothes really well. As long as it is properly cared for it should last a long time. Much more labor intensive than something designed for washing largeer loads, and it won't handle anything large like blankets. But you certainly can do your day to day washing of clothing in a 5 gallon bucket with a plunger, and dry them on a simple line.
