I'm all for reduction of truly hazardous material but I want results if we're going to spend a lot of money, that's feel good legislation. Mercury emission are global issue, US coal plants account for 1% of the global pool. As a practical matter it's like pissing in the wind. As I've pointed out before you could in fact increase emissions by driving more jobs overseas because of increased costs in production.
Mercury emitted from coal-fired power plants comes from mercury in coal, which is released when the coal is burned. While coal-fired power plants are the largest remaining source of human-generated mercury emissions in the United States, they contribute very little to the global mercury pool. Recent estimates of annual total global mercury emissions from all sources -- both natural and human-generated -- range from roughly 4,400 to 7,500 tons per year. Human-caused U.S. mercury emissions are estimated to account for roughly 3 percent of the global total, and U.S. coal-fired power plants are estimated to account for only about 1 percent.
EPA has conducted extensive analyses on mercury emissions from coal-fired power plants and subsequent regional patterns of deposition to U.S. waters. Those analyses conclude that regional transport of mercury emission from coal-fired power plants in the U.S. is responsible for very little of the mercury in U.S. waters. That small contribution will be significantly reduced after EPA’s Clean Air Interstate Rule and Clean Air Mercury Rule are implemented.
If the regs went into effect in 08 for Mercury noboma had little to nothing to do with them.

Back towards the supposed point of the thread -- we have put in a fair amount of Very Low Cost renewable for various poor, churches, food banks, shelters, poor rural towns, etc. -- all under the various "green" Treasury, USDA, and Utility Rebate programs.
Solyndra (the OP example) was tech-wantabe douche-bags. In that regard, glad they are gone from the field. Lot more real-world folks have been actually helped totally outside of that nonsense.

People are unemployed because companies want to keep shareholders, (i.e. Wall Street, big money, investors, pension plans and anyone with stocks) happy by showing growth and profits over each quarter. Quickest way to do this is by cutting the bottom line and the fastest way to do THAT is by cutting jobs and where necessary shipping them overseas to areas with cheaper labor costs.
If you want jobs and progress, blindly blaming someone in office for a whole 2 years for a problem stemming over 40 years isn't exactly the most productive way to go. Perhaps you should be standing with the OWS crowd rather than beating the Obama drum.

The bottom line for any company is they need to sell their product if they want to stay in business, for most that means shifting manufacturing overseas to remain competitive. I love using this quote as it illustrates the problem perfectly that manufacturers big and small face, this is from an acquaintance of mine who owned a small manufacturing company that employed about 6 people with some decent paying jobs. It's from 2007 when the makers of coal stokers had a considerable waiting list because of spiking energy prices in 2007.

He's since sold it but they still make them here. He was in a position to not take this offer for the most part because it's a niche business and there is no competition from overseas. That doesn't mean there won't be in the future, suppose he had taken this offer. What does his competitors do when he's severely undercutting the price on their product and doing it from a Lazy Boy?
If you want a real world example of similar product you can walk into Lowes and buy a wood pellet stove for less than $1K , you could spend more than $2K on a Harman at dealer. These products are not comparable quality wise but that makes no difference to most consumers who are going to see the significant difference in the cost and buy the one from Lowes that is made in China.
The Green movement is expensive - In order to green things you have to dump a pile of cash on it...The more money it takes - the more money that has to be earned. The harder people work to pay for green the more waste that is generated. If you want green - water a plant - or stick a tree in your yard...maybe be facninated by a butterfly and start respecting nature again in stead of this insidious and fleeting thing we now call the environment....
Go head and make green cars - then look for a place to dump the worn out batteries that are highly toxic - once they are worn out...There is not such thing as clean energy....The only thing that brings about a clean world is less activity and less yeaning for things we don't really need...The poor are all ready green - The rich consumer and industrialist will never be "green".
