As with a lot of other Government regulations that were first started/mandated by the state of CA-
California has upped the ante for better energy efficiency in residential and commercial builds.

This particular one I don't see spreading across the country- the additional dollars to build will not have the same results in savings in all parts of the country.

Then every new home (and old ones for that matter) in California should have a clothesline in the back yard, since they have perfect drying weather, and the hell with these idiotic HOA's that will not allow them. This is ridiculous. There is no reason people cannot have them in a back yard.

Shame on them, the sun dries clothes for free, yet people still use energy guzzler dryers, and still wonder how to conserve electricity.

There is no such thing as an energy efficient dryer, unless it looks like a piece of rope.
