Why doesn't America have a biodegradable poncho??? (toxic, buying, compare)

I tried to order this rain poncho and it isn't available in the United States because of some prohibition on European potato seeds.
Okay, fine. But why doesn't the United States of America have its own, homegrown biodegradable rain poncho manufactured right here in the U.S.A???
We can't make a flimsy toxic-free, waterproof sack to put over us when it rains? Seriously??? We're crawling with potatoes!!!
Maybe because nobody is willing to spend the megabucks it would take to purchase one compared to foreign made ones.......
Just in case you aren't aware this has now become a global economy and on top of that Made in the USA no longer guarantees a quality product, just an expensive one....
Don't you think you'd get more qualified answers in this forum?
If you wanted to be green why not buy a decent rain coat or poncho and be done with it. Certainly that is more conservative than buying numerous products you're going to throw away after each use. Last rain coat I bought was North Face mountain light jacket 20 years ago I've used hundreds of times.
