The power is from the phone wire itself, it's enough to ring the phone but not enough for the additional features like caller ID, answering machine etc. That applies to corded or cordless.

When we had a power outage, only the landline worked to report it. With the power out, the cordless phones were dead. Most times, you can use the cell phone if you have one. But the storm knocked that out, too. One thing you can do is plug all your electronics into one power strip and turn it off when not using anything. For example, you'd want it off if going on vacation. Anything you can do to screen out sunlight on hot days will make the AC work less. Like pull drapes on south facing windows. The previous owner of my house also added awnings on our south-facing windows.

Apparently this works even better if you pull that towel out after 15 minutes

A cordless phone will die without power because there is no power to broadcast but be aware a corded phone that has a plug may also may not work during a power failure. Some have battery compartments and some will work without power but you lose all the fancy features. The other thing to consider is if you have VOIP, those modems usually have a battery backup but it only lasts a few hours. You're dead in the water without a generator.

Reduce consumption.

And its corollary:

If it ain't broke, don't fix it.

Dude, it's a phone! So what if it doesn't have fancy features. IT WILL MAKE AND RECEIVE PHONE CALLS WIYHOUT BEING CONNECTED TO AN ELECTRICAL OUTLET!

That's not the point, I'm trying to point out just because it's corded don't expect it to work without power. The newer corded phones with all those features may or may not work at all without power. This is one of those "gotcha" things people don't realize until they go to use their phone during a power failure. Of course the easiest way to check this is unplug it.

But only if there's power to the outlet. I've yet to try supplying a backup battery with an inverter. In theory it should work. But its a lot of fooling around if you have kept at least one conventional phone you can plug the phone cable into. They use voltage from the phone company.

Put styrofoam in your windows in the summer. Especially your south and west facing windows. That saves a ton. This is coming from someone in AZ.
