In my city, a city where it is legal to smoke outside, and even indoors at bars in the city limits, I rarely see any ashtrays or butt cans ANYWHERE any more. The predictable result: discarded butts on the ground.
Butts have always been a problem, even long, long before the gov't started bans. Many smokers tend to not even think of it as littering because the butts are 'too small to be problem'. I used to ride my ex about it all the time because he flicked his butts everywhere yet wouldn't dream of littering in any other way.
