What is very ironic about this is that many, if not most smokers want to be courteous about their smoking and not toss the butts. Butts have always been a problem, even long, long before the gov't started bans. Many smokers tend to not even think of it as littering because the butts are 'too small to be problem'. I used to ride my ex about it all the time because he flicked his butts everywhere yet wouldn't dream of littering in any other way.
