Ok Best state/province/area for homesteading with these factors

-Weather for growing food and raising animals
-Regulations, laws, taxes, other govt interferences
-people/culture
-jobs
-land prices

Homesteading areas are based on need to bring people end that can self control .Those only come once enough are settled in area. Only place I can think of meeting those and provide those to any extent is inner city abandoned areas and offers by taxing authority to get people back in in hopes of rebuilding tax base.
