If you look what China has agreed to is reduction in carbon intensity, this is not a cap. This is usually calculated using formula based on emissions/GDP. By increasing your efficiency you can decrease carbon intensity, they will be doing this with or without an agreement. There is no capped limit on the total so that will continue to climb.

I'm sure the air pollution in China is greatly affecting the health of their population but one has to be careful with these numbers. Firstly the data used is dubious at best.

Secondly the methodology is questionable for these types of studies. Every particle of pollution is treated as equally as dangerous regardless of exposure. Suppose you did a study on 20 people jumping from a 20 foot ladder and ten of them die, the assumption is that for every 400 foot a population is fall 10 will die, if 40 jump off a 10 foot ladder ten will die.... if millions jump off a crack in the sidewalk 10 are still going to die.

If you eat chicken wings for breakfast, lunch, dinner and wash it down with 12 while smoking a pack cigarettes part of your death will be attributed to this pollution.

Why would liability insurance be a factor? At those hours of the day there is much, much less traffic circulating in the streets anyways. During business hours the roads are very busy with traffic. The concern for liability insurance should be during business hours as there are more cars even though the lights are synchronized.

For the same reason my local public pool no longer has diving boards. The second there is an accident some lawyer is going to sue blaming the object instead of the person.
