Your chart is 1990-2011. Since 2011 the industrial economy and pollution from the developing countries I listed have grown. China has had pollution problems so horrible the people have had to wear mask just to breath on the streets. Their smog pollution is far worse than what LA use to deal with in the 1970s.

An updated fact sheet: as of 2016, China puts out 2x the emissions of the US, US is now 14% of world emissions, while China does 29%.
EDGAR - Fossil CO2 & GHG emissions of all world countries, 2017 - European Commission

US emissions have fallen every year since 2000 although we have not officially been part of any of the UN's fraudulent, ostentatious climate agreements.

Interestingly, Germany's emissions fell from 1990 to 2012. Then, after the Fukushima nuclear disaster in 2012, Germany decided to do away completely with its nuclear plants (Die Energiewende),...and its emissions have gone UP every year since then. --nuclear generation of power does not require any back-up. Solar & wind generation still needs the coal or gas plants to run at idle for back-up-- more emissions.

Good Plan. It's all for show.

China having a pollution problem is irrelevant to both climate change and the US moral obligation to be part of the solution.

Interesting math
How does 2 billion become 7 billion when you’re reducing the contents of the 2 billion?

People insist to ignore the fact that climate change killed off things like the woolly mammoth the sabertooth tiger and dinosaurs.

Man kind of wasn’t really around for that stuff.
