Liberty NC did not write a code book all on their own.
No city does; not even the bigger ones.
What they do is "adopt" the codes and standards created by various national groups
like the
UPC "Uniform Plumbing Code" and the
NEC "National Electrical Code".
I couldn't find a Liberty City webpage or their wording online...
but I found a few references to OTHER cities using that wording.
