Mostly basements are rare because of the soil in NC, at least parts of it--red clay which is hard to dig in and can funnel water against the house instead of draining away (for one example). Also, our winters aren't (of course) as cold as in the north, which apparently had to do with why houses up there originally had basements, or something.

You'd be in Forsyth county schools; I'd recommend going to their website and reading about it.

Yes. Though that's true of most grocery tax exemptions/breaks, is it not? I think NY taxes non-food groceries too.
