It's not clear. However, when the Senator was a Greensboro City Council person, she wanted something passed. It didn't happen. So people are speculating (because she won't speak to clear it up) that this is payback to the council members who disagreed with her. People are also speculating that a large sum of money will change hands at some point.

The state actually does have the right to do what it pleases with local governments. If it wanted to it could merge Greensboro and High Point. However what makes what the general assembly did unconstitutional was singling Greensboro out as the only city in the state where this law applies. It either has to be all cities and towns or none of them. Greensboro also has a case in regards to minority representation. There are four sitting African American councilpersons, the most in the city's history. The way the GOP drew the new district lines it would pit the African-American councilpersons against each other in an election essentially knocking out two of them. There is strong suspicion this was done on purpose.
