Yes, of course its possible, but not because of the presence of the loop. NC's annexation laws have changed dramatically in the past few years. Its much harder (virtually impossible) for cities to perform so called "forced" annexations anymore. "Voluntary" annexations, requested by the landowner, is the most common now. Thats usually due to the desire for city water and sewer.
