The city could be a liaison for business recruitment and property owners in order to land more 'desirable' businesses or buy the property. The city already snagged and hauled away a seedy motel near the coliseum a few years ago. As far as arbitrarily booting out 'undesirable' business that can be tricky and legally expensive.
The motel that was leveled and hauled away had many police calls if memory served me correct.
OTOH, vacant and/or undeveloped property where a business once stood can be just as bad of an eyesore. The new strip mall where the buffet restaurant was located is a good example; no tenants and the grounds are generally unkempt.

A motel was probably done under the "public nuisance" statute. A case has to be made, and a court order obtained. Its a long, expensive process.

That hotel was sketchy but Ace's Basement had some of the best shows. There are no good music venues for smaller bands anywhere.
