I'm not talking about a 'circle' having concurrent routes. I'm talking about the circle having ONE designation that lasts the entire route. Just pulling one of your 'examples':

I-495 Washington:
Interstate 495 (I-495) is a 64-mile (103 km) Interstate Highway that surrounds Washington, D.C.

Keyword: surrounds
The map on wikipedia will show you the same.

Right, even with concurrent routes, which IS common, ONE of them, generally the 3-digit number starting with an even number, is for the entire length of the route, like the ones you mentioned.
