Shamrocker, could you help me understand why an HOA would have rules and regulations yet not be able to levy fines? One would think if you pay dues and live in a HOA community the HOA would protect you. Why is there even such a thing as having an HOA that can't penalize those that don't abide by rules? Why aren't all HOAs able to levy fines?

You may have gotten wrong info. Our HOA tells us to call the police when our driveway is blocked by another motorist or if someone is parked on the corner. I live in the city though but I don't think that should make any difference.

I got my answer. I should call traffic control at Greenville County Sheriff's Office. Don't know why the officer that came out said nothing they could do. Perhaps he was a rookie.
