I believe that the Neue Southern truck outside of Community Tap is by necessity. It is part of the rules of operating a food truck in Greenville. It must be within a very short distance of an operating permanent kitchen, and must have permanent restrooms within that distance, too. It's very limiting.

Outside of the city limits, the rules may be different; they have served from Idlewild park, which has little more than a shelter an picnic table:

You have to operate from a permanent kitchen but I do not think there is a distance applied to it. You have to operate near a bathroom which you are allowed to use so the distance does matter there.

Typically they don't just squat in front of restaurants and steal business. They pair with a local business and use each others promotion to drum up extra customers. + like the person above me said, they have to be allowed to use a bathroom nearby, so they have to park near places they are friendly with, or in a park. Like I said, there is plenty of open space NOT in front of any retail on side roads throughout downtown, that would not hinder foot traffic or any other kind of traffic.

I've also seen food trucks team up with restaurants and bars in order to promote both places, its a really great idea.
I think the food trucks should try and hit up places like the Swamp rabbit or Cleveland park(although that's in the city), high foot traffic areas outside of downtown. Someplace where its more natural for people to walk up and want a quick lunch/dinner/snack.

I agree with you to hold it @ Swamp Rabbit or Cleveland Park. There's a decent size parking lot and it wouldn't interfere with traffic or establishments downtown. People could park downtown like they normally do and walk down to the event. It wouldn't be an ongoing thing, just maybe once a month or so. It would work fine on a Friday or Saturday evening or during Main St Fridays. If on a Saturday or when the season is over, they could maybe have a local one or two man band play while people are mingling and sampling the different foods. It's lots of fun and a good way to promote local restaurants  Also, it doesn't have to be a food truck per say, tents will do fine as well. It could be set up like the Saturday Market.
I think some other good locations would be Greer, Simpsonville, Easley, etc. to hold the event. They could rotate weekends to make it worth it

If they need a restroom, they could always have an outhouse worse case.

The biggest two issues to the city would be sanitation and trash. Food trucks are basically just another RV with an awning. It might be smarter, and more interesting, if the restaurants got together and planned a paired tasting with food and wine every 90 days and sell it by the ticket.
