Another guess I read elsewhere online said it could be an ad campaign for a new electric bicycle rental program in town.

I think electric is key. Its the one thing that most obviously points to a fib. If its electric bikes I'll be sorely disappointed but it makes sense. Another guess, though outlandish, could be something to do with an electric car manufacturer. Whatever it is it's electric and not a plane.
