They had these type of local sales taxes when we lived in Georgia. In Georgia, the taxes had to be approved by voters, then they had a fixed period for assessment and a specific list of projects. Any project not on the original list approved by voters could not be funded with the temporary tax. I think it was called SPLOST (special purpose local option sales tax) or something similar.
I liked the approach because it was limited in time and scope, and required voter approval. It would be nice if we got to vote for approval of a lot of other government spending but that's another topic for another time.....
It seems like the very first tax revenue dollars should be allocated for infrastructure, schools, police, etc, the essentials of government. The state is getting more than enough for essentials. That way the politicians can't say they need to raise taxes for essentials, but only non-essentials. That will be a tough sell for them.
I don't think roads in SC are bad. Especially in Greenville. I also never observed the roads in GA are superior to SC.
