Captain D's is not afraid to use vacated quick service restaurants for new locations. Boiling Springs in Spartanburg County is an example.

You are correct. Safeway's Virginia stores are in Eastern Division of the East Region of Albertson's.
After acquiring Safeway, Albertson's may be in position to acquire additional stores and chains. (Zwiebach, Elliot. "More acquisitions by Albertsons likely." Supermarket News. 2015-10-28.) Being down to three stores in Florida, it will be difficult to grow across the southeastern United States unless it acquired other participants. Albertson's would have to compete against Kroger and Publix.
Kroger, through Harris Teeter, is re-entering the upstate South Carolina region. It will look to add more stores through Harris Teeter, through Kroger, or through the acquisition of a current region participant.
I think Lowe's Foods would be in wait and see mode. It failed in the Charlotte, North Carolina region.
It is possible to see Publix and Ingle's make opportunities of Bi-Lo and Food Lion's declines through additional stores.
Who did Albertsonś sell out to in Florida? They used to have a strong presence there.
