A wading pool in the backyard and/or a sprinkler is plenty of fun for a 1 1/2 year old. I never take my kids (ages 1 and 3) to pools that we have to pay for.

Specifically about Otter Creek and Discovery Island: My wife went with some nieces and nephews from out of town a few years ago, and she said it was fun, but not really worth the cost of paying for every kid.

That's probably the best way to say it right there. They're nice little waterparks, and are very clean, I've got to give them that. Discovery Island has a lazy river, 2 'big' waterslides, a pool and a flowrider.. For a kid who hasn't been to a place that has waterslides and things like that, it'll be a blast.

If they've been anywhere else.. Carowinds, Great Wolf, etc.. It's probably going to be a disappointment.

I think if you don't have access to anything else, the park district water parks are great. The water is cold all season long if you need to cool down. At Discovery Island we've found it so crowded you can't really swim in the little square they provide for free swim. Adults might get bored if they don't like slides (2) or the Flow Rider. How much time can you spend floating along the lazy river? There is a separate area for toddler play and they have a blast here. Basically, we took the kids when they were young but once they got older they didn't care too much about it so we haven't been in years now.
