The existing interchange has worked well since East Main Street (South Carolina Highway 290) was widened nearly 25 years ago. Increased traffic toward the Poplar Springs area could be a catalyst for the conversion to prepare for increased volume.
Interstate 85 being six lanes from Atlanta, Georgia to Charlotte, North Carolina is being realized. Georgia Department of Transportation has projects lined up to widen Interstate 85 from Interstate 985 to the South Carolina state line. I do not know where South Carolina Department of Transportation stands in widening Interstate 85 from the Georgia state line to mile marker 19.
The existing cloverleaf interchange is undoubtedly unsafe and dangerous.

That is a weak argument. A SPUI requires less space than a cloverleaf interchange, and it could be built within the current right of way.
Another objective to this project is to widen Laurens Road from 4 to 6 lanes from Duval Drive to Fairforest Way and Millennium Boulevard. The Interstate 85 overpass would need to be replaced anyway as it is widened from 6 to 8 lanes.

thank goodness - 6 lanes on I-75 between Atlanta and Chattanooga (entire length) - but, only 4 lanes of interstate travel between ATL and SC MM19 on I-85 - traffic on I-85 immediately east of ATL is awful
A direct interstate highway connection between Spartanburg and Chattanooga, Tennessee does not exist. The only way to go indirectly are Interstates 85 and 75 through Atlanta, or Interstates 26, 40, and 70 through Asheville, North Carolina and Knoxville, Tennessee.
