You are not too far off. Just read the story of Jack Whitaker, who won the largest Powerball jackpot (at the time) in history. And he was older and wiser than our local winner allegedly is. That much money can ruin your life unless you are extremely grounded and mature.
Basically, if you blew money like a pimp with a week to live before you won the lottery, you'll blow money with a week to live after you win the lottery.
If you are prudent with your money before you win the lottery, you'll be prudent with money after you win the lottery.
Yes, but you're limited by how much you have and/or can get. Noone particularly has $450 million to blow through.

I was standing in line at Walmart & was talking to a guy that works at ZF Transmissions. He said he knew the guy that won (also works/worked at ZF Transmissions). He told me that guy's first name. I'm not sure what the hold up is.
I hope the kid signed the ticket, as apparently a bunch of people have seen it.
