Default Computer jobs in Greenville or Spartanburg

Hi,
We are considering relocating to the Greenville or Spartanburg area soon. Currently, my husband works as a network administrator for a cement company and we were wondering which had the best opportunity for computer jobs - Greenville or Spartanburg? Also, are they reluctant to hire out of state people? I have seen a few adds that say they prefer local candidates only. Any advice on how to go about finding and applying for jobs in these areas would be greatly appreciated!
