We operated under these same laws. Heading toward a day care center is far from already being at a daycare center. You shoot someone who is running and it is going to be hard to prove your case in court when an attorney has all the time in the world to pick the case apart. There are too many if's in this situation, how do I know for sure that guy running is a violent felon and not some 17 year old kid? I didn't want to go to the pen for shooting a thug. We had instruction on handguns, rifles, and shotguns, but we couldn't carry anything the state didn't issue unless you had special permission. Cops are way too trigger happy in this day and age, just because they can be. In my opinion if you shoot at someone that you think is a violent felon, if he hasn't shot at you, you are a very foolish person.

If I were a citizen who observed a violent felon fleeing, I would be a good witness and protect myself and my family. Nothing more. I cringe every time I see someone with a handgun permit or a store owner pursuing a criminal after they robbed a store or something. Once they're gone, let them go and allow the police to sort it out.
There are plenty of European countries you would enjoy. Please move there.
No thanks. Thanks for the suggestion. But I think we are seeing just what many cops are capable of doing with the gun they are given seemingly with no instruction. You should move to Ferguson.

Just a comment here and defense of the private permit holder - I agree you should not pursue a criminal, and Memphis' RangeMaster, where I received my training, does not teach that. I don't know any permit class that would. Most handgun forums out their also not recommend pursuing the bad guy.
However, a bad and poorly trained handgun permit holder is probably about as common proportionally as a bad and poorly trained police officer - in other words - probably about the same. Being a government employee isn't some badge to intelligence and brilliance, particularly in Memphis where most of the officers are a product of the distinctly underachieving Memphis School System. Armed citizens should not pursue a felon - some do in error. Police officers should not commit crimes - some do (in the case of Memphis PD, it appears that many do).
Are you aware of what the 223 round does inside a person? It spins around and tears apart the organs. I think if a cop needs to use "deadly force" it still should be to maim, not kill. Killing a citizen sounds too close to Judge Jury and Executioner.

It should be for one sole purpose - to stop the threat. Weather it kills or maims should not be a consideration when the decision is to use deadly force is made, only that the threat is ended.

Right but could that threat have been stopped with a non lethal force? I think in the many cases of unarmed citizens being shot to death, yes a tazer would have more than sufficed.
